Dear Baynes,
Thank you for your letter of 28th March, 1950, about the relation of the Irish proposal to put additional (specific) duties on to cheap shirts, to our 1938 Trade Agreement with them; and for the copy of Williams letter of 27th March, which you forwarded earlier on.
Our consultations here had necessarily to include the Colonial Office and C.R.0. as well as our Industries and Manufactures people, all of which has inevitably taken little time. As far as the latter can judge, the prices, landed in the Republic, for the cheapest shirts made in the U.K., would be about 10s.2d. (men's) and 58.100. (boys'); so that the Irish expectation that their additional new duties on shirts not exceeding 8s. in value and 58. in value, (for men's' and boys' respectively) will not affect us, is just correct.
In confirmation of my telephone message to Clark, our formal reply is that H.M.O. does not wish
